Here the issue seems to be USPS at the moment. You go to the website and enter the door tag number in the line for the tracking number, the system recognizes the tag and matches it to the delivery. In Rochester MN, I had an issue where UPS showed a delivered package that wasn't there. It seems to come and go as to which carrier is causing issues, and I suspect it is heavily dependent on a few people. You probably need to talk to someone local as the issue is probably there. My guess is that the driver needs to tie the door tag to a real tracking number and sometimes they don't.
